Foreword

We are pleased to share this paper which demonstrates the important role of good governance in tackling the challenge of HIV vulnerability reduction. The paper utilizes data from the World Bank publication Confronting AIDS, as well as the contributions UNDP has made on good governance, each reinforcing and enriching the contribution of the other.
The purpose of this publication is to stimulate consideration for approaches through which good governance can be applicable to reducing the threat of HIV vulnerability not only within South East Asia, but also worldwide.
